The City Council welcomes you to its meetings, which are scheduled at 6:30 p.m. on the 2nd and 4th Thursdays of each month. Participation in the meetings is encouraged and appreciated. This meeting will be recorded. Council Chambers are wheelchair accessible. Other special accommodations may be requested by contacting the City Clerk 72 hours in advance of the meeting. Please silence all cell phones or similar devices.
The City Council has adopted a policy that no new items will be called after 10:00 PM unless otherwise motioned by the City Council before 10:00 PM please be aware that an item that has not been heard by 10:00 PM may be continued to a future Council Meeting.

2. APPROVAL OF CITY COUNCIL REGULAR MEETING AGENDA OF JUNE 13, 2019
3. PUBLIC COMMENT:
Under Government Code Section 54954.3, citizens wishing to address the Council for any matter not on the agenda may do so this time by completing and submitting a Speaker Submittal Form to the City Clerk. For items on the agenda, speakers will be called up to the podium by the Mayor at the point on the agenda when the item will be heard. Speakers are encouraged to keep comments to three minutes or less and to state name and community of residence.
Under provisions of the California Government Code, the City Council is prohibited from discussing or taking action on any item not on the agenda unless it can be demonstrated to be of an emergency nature or an urgent need to take immediate action arose after the posting of the agenda.
5. Consent Calendar ITEMS:
All matters listed under the Consent Calendar are to be considered routine by the City Council and will be enacted by one motion in the form listed. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, members of the Council, staff or the public request specific items to be removed from the Consent Calendar for separate discussion and action (roll call vote).
5.1 APPROVAL OF REGULAR MEETING MINUTES OF: May 23, 2019
5.2 WAIVE SECOND READING AND ADOPT ORDINANCE 2019-01 AMENDING
TITLE 19 OF THE PLYMOUTH MUNICIPAL CODE TO PROVIDE PARKING WAIVERS IN THE HISTORIC DOWNTOWN AREA.
RECOMMENDATION: That the City Council waive second reading of Ordinance 2019-01, adopt amendments to Title 19 of the Plymouth Municipal Code
5.3 WAIVE SECOND READING AND ADOPT ORDINANCE NO. 2019-02 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLYMOUTH AMENDING TITLE 19, CHAPTER 19.18, OF THE MUNICIPAL CODE AMENDING THE DESIGN REVIEW PROCESS AND APPLICABILITY OF DESIGN REVIEW TO PROPOSED PROJECTS
RECOMMENDATION: That the City Council waive second reading of Ordinance
2019-02, adopt amendments to Title 19 of the Plymouth Municipal Code, including changes to design review process.

7.1 RESOLUTION 2019-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLYMOUTH APPROVING A CONSTRUCTION CONTRACT FOR MAIN STREET / SHENANDOAH ROAD SAFE ROUTE TO SCHOOL PROJECT (CIP #2018-0001) WITH GEORGE REED, INC. AND THE CALIFORNIA CONSERVATION CORPORATION FOR A COMBINED TOTAL AMOUNT OF $965,975.00
RECOMMENDATION: Council approve Resolution 2019-26
7.2 SELECTION PROCESS FOR THE TOT GRANT ADVISORY COMMITTEE DISCUSSION AND DIRECTION
RECOMMENDATION: Council to conduct discussion and provide direction on the selection process to allow Deputy City Clerk to follow up on contacting or soliciting applicants for the volunteer board position. Staff plans to return to Council Meeting in July with candidates for selection and appointment.
7.3 AMADOR COUNTY FIRE DISTRICT - PROPOSED INSPECTION FEES
RECOMMENDATION: Council discussion and provide possible direction
7.4 REVIEW OF THE CITY OF PLYMOUTH DRAFT BUDGET FOR 2019-2020 AND PROVIDE OTHER POSSIBLE DIRECTION
RECOMMENDATION: Review and comment on the draft budget
