All cities and counties are required to adopt a Housing Element every eight years. The Housing Element must include goals, policies, and objectives for the preservation, improvement and development of housing to meet the City’s Regional Housing Needs Allocation.
For the 6th Cycle Housing Element (2021-2029), the City’s and County partnered together to create a Countywide Housing Element.
The Planning Commission held a public hearing on Thursday December 19, 2024, at City Hall, to review any public comments submitted and to make a recommendation to the City Council. The Housing Element was on the agenda of the City Council Meeting of January 9, 2025. At that meeting the below Resolutions were passed and adopted.

In accordance with the California Environmental Quality Act, a Draft Initial Study/Negative Declaration was prepared to study any impacts related to the Housing Element.
Draft Initial Study/Negative Declaration
Following approval by the City Council, the Housing Element was submitted to the California Department of Housing and Community Development (HCD). HCD has reviewed the Housing Element and has requested minor modifications to the Housing Element. These minor modifications can be found in the revised Housing Element (below).
As required by HCD, the modified Housing Element is available for review and comment until Monday February 2, 2026 at 5:00. All comments must be submitted prior to the close of the comment period and as discussed further in the following notice.
The minor modifications include:
- Correcting Table IV-P-1 (page 33 of the Plymouth Annex, Part 3) to reflect the accurate realistic capacity based on information provided.
- Removing an error on page 34 of the Plymouth Annex. This parcel mentioned for rezone was rezoned in 2015.
- Last page of the Plymouth Annex – correcting table to show that the rezoned parcel is 6.24 acres and was rezoned to Village Residential/High Density Overlay in 2015.
